Introduction
The Constitution of Nepal 2072 adopts a federal governance system with three levels—federal, provincial, and local—ensuring that services and benefits provided by the state are delivered to citizens through the nearest government body. Accordingly, in the provincial structure, the Ministry of Physical Infrastructure and Urban Development of Karnali Province has established the Infrastructure Development Directorate as its departmental body. This Directorate functions as a bridge between the Ministry and its subordinate offices. It is responsible for supervising and supporting the subordinate bodies and reporting their activities to the concerned Ministry.
Primarily, the Directorate’s jurisdiction includes the responsibilities previously handled by the former Infrastructure Development Office and the Urban Development and Building Office located in Surkhet District. Within Surkhet, it carries out activities such as the construction of roads, concrete bridges, suspension bridges, the People’s Housing Program, and the construction and maintenance of new buildings under the provincial government.
